 SuperNOFA Competition

Announcement: HUD has released the Grant Inventory Worksheet for the 2010 NOFA Competition.

NYC CCOC has received the instructions and preliminary grant inventory worksheets for SHP and S+C grants from HUD Headquarters on Friday, March 26, 2010. This is the first step in the CoC Registration process and the purpose of these worksheets are to ensure that HUD and CoCs agree on the universe of all eligible renewal grants; to establish each CoCs 2010 Hold Harmless Need (HHN) and Final Pro Rata Need amounts; and to base HUD’s funding decisions for the 2010 renewal award amounts. Renewal grants that will be listed in the finalized grant inventory will be eligible to submit a renewal application in the Exhibit 2 application in E-snaps.

Supportive Housing Programs (SHP) are eligible for renewal in the 2010 competition if they meet the following criteria:
1)    Due to expire in calendar year 2011 (January 1 – December 31, 2011); or
2)    Originally awarded in the 2004 competition, but have not yet been renewed for the first time.  The 2010 competition is the last year in which these grants are eligible for first-time renewal. (See the 2010 CoC Registration Notice). If grantees fail to submit these grants for renewal in the 2010 competition, they will lose the option to ever apply for renewal of these grants.

Shelter Plus Care Programs (S+C) are eligible for renewal in the 2010 competition if they meet the following criteria:
1) Due to expire in calendar year 2011 (January 1 - December 31, 2011); or
2) Originally awarded 5-year funding in the 2004 competition, but have not yet been renewed for the first time. The 2010 competition is the last year in which these grants are eligible for first-time renewal (see the 2010 CoC Registration Notice). If these grantees fail to submit these grants for renewal in the 2010 competition, they will permanently lose the opportunity to ever apply for renewal of these grants; or
3) Awarded prior to the 2004 competition, but the original term was extended such that the funds will run out in 2011.

The process of finalizing the grant inventory for the 2010 NOFA competition involves reviewing the preliminary grant inventory worksheet sent by HUD Headquarters by each and every provider who currently has renewal grants. DHS will contact the providers by email shortly with the information in the preliminary grant inventory worksheet. In order to ensure an effective review and approval process, please begin to collect information on your grants that fall under the categories listed above.
For SHP programs, if you do not hear from DHS by Friday, April 9, and if you think you have a grant that must be included in the 2010 grant inventory, please contact Merih Anil at (212) 232-0830 or at
manil@dhs.nyc.gov. For S+C programs, please work with your HPD, OMH, or OASAS contacts to ensure that you are included in the grant inventory.
